Three ways to nerf DW enchants without affecting tanks

Here's a couple ideas I thought up of how DW enchants could have been nerfed without killing the crusher enchant on tanks.
  1. Double the enchant cooldowns while dual wielding.
  2. Have both DW enchants share a cooldown and trade off which fires.
  3. Halve the effect of enchants dealing damage/otherwise stackable only.

Thoughts?

    torugs is still very good for 3 dd runs when the tank has lightening/frost staff backbar.
