Three ways to nerf DW enchants without affecting tanks

Here's a couple ideas I thought up of how DW enchants could have been nerfed without killing the crusher enchant on tanks.
Thoughts?
- Double the enchant cooldowns while dual wielding.
- Have both DW enchants share a cooldown and trade off which fires.
- Halve the effect of enchants dealing damage/otherwise stackable only.
