While the devs would like you to think that Bosmer have never been known for stealth, this is far from the case. Bosmer have always had a bonus to stealth in every game where a racial skill bonus has existed -- the largest such bonus in Morrowind and Oblivion, in fact. Archers, thieves, scouts, and agents (the recommended classes for Bosmer across all of the games) have always had stealth as a class skill. That includes archers, btw. Hunter has never existed as a playable class, but NPC hunters are actually bandit archers, and have stealth as a class skill.
In the lore, Bosmer have the Rite of Theft, which involves stealth; and their most famous and popular work of epic poetry is about the 1000 benefits of hiding. Imperials were so impressed and confounded with Bosmer stealth that they called it 'forest coupling.'

I've said it, but meant in addition to the hiding bonus. The only race I could see having the detection bonus but not a hiding bonus would be the Orcs. They are paranoid, and there's two lore books in Greenshade that say that Wood Orcs are both annoyed with and good at spotting people in hiding.

bosmer has more identity besides just "Stealthy" whereas a huge part of the physical makeup of khajiit lends them to stealth.

Wood elves have cannibalism, their worship of the green, their ability to traverse graht forests. In my perspective i'd see this translate to something like a huge passive resource gain after killing a humanoid/anything with meat really, increase damage with poison and disease, and stamina passives as well as their current roll dodging and maybe add higher/further jumping. But i don't see bosmer as inherently sneaky. Khajiit, on the other hand, I very much do.
