At this point the only way you can convince ZOS to change Argonian passives in the future is to (paradoxically) stop using them in end game PvE & PvP content...
I have a strong feelling that ZOS has some internal statistic data (that they don't share with us) that are basically how many % of players play as Argonians, how often they are used, in what type of content, roles PvE, PvP etc.

ZOS apparently takes those Data into account when balancing stuff. That is Why they over nerfed Argonians - simply because - they are too popular. They probably want to make sure that all races are picked relatively equally. This is also why I think that the upcoming racial balance is terrible because Orc, Breton and Nord are gonna be picked much more than other races, resulting in a nerf in the next racial rebalance in like 1 - 2 years from now.
