Are there any improvements for the stuck in combat problem on the pts?

Did they change something or will we have another 4 month of endless combat without any enemies?
Can we now switch out quick slots or are they still locked?

✭@ZOS_GinaBruno PLEEEEASE tell the devs to do some changes before it goes live and we do not get any changes for 4 month.
