No it isn't. Your "cleave" idea would only apply to ONE type of destro staff and as the other poster said, heavy attack damage is moot.

In reality you have 99.99% of the time double fire staff if you already have fire maelstrom one. So to all those builds, Please explain how in reality "it counts" as buffing cleave.
