Orsinium was good but I don't like orcs so that'll drop it down under the other two.
In terms of the chapters, I hated the psijic line and I feel jewelcrafting was handled poorly but I was happy over its inclusion at all. I like warden but I do not care about battlegrounds.
And then in terms of story I very much enjoyed the whole of Summerset. My only complaint is that I wish they did more with psijic story. But I can think of certain parts of Morrowind that I did not like, Sun-in-Shadow's whole line comes to mind.
i liked orsinium the most. story leading thru the whole zone, with only honors rest out of the way. to me like a hidden gem of my favorite story all over the game.
morrowind was very nice for integrating restricted areas as if they had always been there w/o overdoing it. minus points for the sidequests not linked to the main story, esp surran/tel galen being completely out of the way. sidequests also completly irrelevant to the mainstory. felt like noone in bal morra gives a damn about the moonlet crashing into vivec city.
more minuspoints for the same thing in summmerset. the swapping between summerset hotspots and aertaeum felt like interupting the story more than progressing it. additionally psijic sidequests being irrelevant to the story and sending u off to everywhere else that is not summerset to find the portals. it is nice to revisit the old zones, but than it took me quite a while to figure out "oh this is not the 'real' story".
In order how u get into the story lines, morrowind is the most plausible, with getting a hint from a friend where to find fame and fortune.
orsinium makes sense until the arc is finished, it makes not much sense, that they hired me in the first place. theyd have been far better off without me to achiev their goals. it would have been optimal for kurog if i had died from my wounds after the ice-heart battle.
summerset came of with "lets ask the next best stranger if it wants to join the psijic order". they should really have asked the well known raz to join them and maybe grumpingly agreed that i run errands for him, aslong as he doesnt bring me to their island.
by size, orsinium felt huge with so much to explore. morrowind felt small in comparison, to much volcano and lava. the settlements came in a good size and distance to each other tho. summerset felt tiny, the towns to close to each other and to small. sunhold has a good size and distance to the other places. the others feel either like to few houses for to many ppl or to many ppl for to few houses.
Morrowind gave us a new class and a new full Trial and BGs.
Summerset gave us the mind-numbingly tedious Psijic grind and a stupid one-room fight against a giant toad.
I'd take both of them over Orsinium, though, because Orsinium had zero group content. I love Wrothgar as a zone and Maelstrom is cool, but the lack of any 4-man or 12-man content bumps it down my list.
Orsinium still best zone and story. Summerset was a meh setting for me too high fantasy i prefer grittier darker fantasy. My second favorite dlc is hews bane. Morrowind was a cool zone and warden was fun but the story was a little to soft.
Content-wise Morrowind so it gets top spot. The zone looks ugly as all get out though
As for aesthetics and genuinely interesting side quests (whose NPCs show up in the palace!! during/after the zone’s Main questline) Summerset wins
Orsinium is ok, none of the recurring characters got my attention, the main questline was sort of convoluted imo, and the zone overall doesn’t look amazing in many parts
It's based HEAVILY on personal opinion. I like Summerset and Orsinium A LOT more than Morrowind simply because I hate the environment of Morrowind. I hate that side of the map.

I have truly loved all of ESO's story content, but the Wrothgar story was definitely the most engaging. Plus VMA with alts I rarely play is always humbling yet gratifying 😉
Orsinium was the best, absolutely loved the lore, characters and zone.
Then I would rank Summerset as #2. Beautiful aesthetics, great plotline and full of majesty and mystery. I liked the Daedric War emphasis. Psijic quests were bad though and Jewelry crafting wasn't well implemented.
Then Morrowind comes at #3. I loved the first half of Morrowind. I loved the plotlines on Western Vvardenfell. The second half and eastern Vvardenfell were disappointing though.
I loved the environment, it had Raz, the quests were interesting, the Psijic skill line added value (even if leveling it is the Devil’s work), there was Raz, the Golden Knight storyarc was unexpected and touching, the addition of Geysers was a fresh take on Dolmens, we got more Raz, seeing Artaeum was spectacular, the collection quest was funny as hell (the relics), etc. I genuinely, genuinely enjoyed the Summerset storyline and ended up doing it a second time within the first month or so, to level a character.
My second choice would be Orsinium, and Morrowind would be my last choice.
I enjoyed the Orsinium world, vMA obviously added value, and it was an interesting storyline. However, the first major maintenance completely borked the actual city and it because crash central for me. Thankfully I had already completed the zone before then. The collection quest (museum pieces) wasn’t super fun, but it wasn’t the end of the world.
Morrowind’s storyline was interesting and I like how it tied into later stories. I find most of the zone a bit meh, but that’s personal taste. The collection quest (the rubbings) was tedious and boring, with almost zero world interaction beyond rising from point A to point B, but the reward was the best. The city also tends to be laggy as hell, but bearable.
I think all three are excellent. Orsinium rates high with me for being the content that seemingly upped the ante on what future zones would be like. Improved story telling and improved graphics made their debut there. No more flat landscapes and cringe worthy main story lines. Now we have dramatic zones that make good use of the vertical element and engaging story lines with characters that you care about. I think I should also mention that the city of Orsinium made their previous attempts at cities pale in comparison. Keep up the good work Zenimax!
Frankly, Orsinium, the Chapter before there were chapters, has been the best in my opinion. I just clicked Argonian Maid first because I wasn't reading all the choices....Need a Change Vote option!

I love Orsinium. Only reason I like(d) Morrowind was 'cos I enjoy playing warden. Otherwise I found Morrowind to be just ok-ish. Summerset was a waste of money for me as there was nothing about it I like.

Summerset was like... meh.. Ok... but still... meh...
Also I highly doubt that Elsweyr will go even close to Morrowind (maybe I am wrong, time will tell). Mostly because I am kinda anti - hyped about it so far... (seeing what ZOS is doing and where the game is heading has taken its toll & damage has been done).
I am also not a cat - fanatic (nothing against them, they are cute creatures that I like but I am definitely not a fanatic).
