Personally I see builds as more of a way to reach an objective. Do you want to be a fire mage that isn't a glass cannon in PvP? Choose your abilities, gear, and play style that helps you realize that idea. It's more than just allotting your attribute points, that's just one part of the whole that may or may not need to be tweaked as you play your character more. To give you an example, let's say after PvPing for a while you find you need more survivability, but putting 5 points into health isn't enough so you put a health enchant on your chest, or find you can achieve the same end by putting more CP into physical/magic resistance. There's a lot to take into consideration as you play. And that's just the stuff you can control. If a dynamic is changed by ZOS for whatever reason, you may need to adapt to that as well.
