We already have precedent for furniture that have animations (mounts, pets, etc.) and NPC furniture which are interactable (merchant, fence, banker), and the sound files are already in the game on regular bards so they don't even need to compose anything new as they do for the clinking music box tracks.
Some could be crown exclusive to make sure ZOS are getting paid for their time, but one or two could come from gameplay - perhaps as a reward for a long adventure and exploration quest chain to recruit a bard, similarly to how the Summerset treasure hunting rewarded us with an interactable furnishing.
