Well, ZOS making a crown gift trade for gold UI would solve the problem, but that's my proposed solution, not what the OP is asking for. I'm still not sure what the OP hopes for by asking for greater punishment of the scammer here on the forums.

@Billdor @IzzyStardust Why don't you start your own crown exchange center as competition for TCE and WCE, if 400g/crown is too high for you. Competition is good for the market and you'll see that they will have to lower their rates to stay competitive. Unless of course their rate is actually a lot more reasonable.
Edit: Apparently the exchange rate is lower on NA. Who would have thought.
