Becasue its counter productive and sucks (from several different angles, from gamplay to world cohesion where apparent Craglorninas are the only ones in possesion of it in whole Tamriel!)?
It is probably the last remnant of completely failed Craglorn experiment, i guess it made sense to ZOS at that time as it was the only "endgame zone"....but now that is pretty much obsolete (well whole line of ZOSs design decisions from that time are obsolete)
For jewellery they did it almost right, mat drops everywhere but chance of more of it on Summerset nodes (disregarding whole 1/10 of the worth nonsense)
So let it drop all over the world....with 50% of getting 2 and 5% chance of getting 3 in Craglorn.

I actually like Craglorn. I liked old Craglorn, I liked it when they softened it to make it more solo friendly -- I still like Craglorn. The 'group' delves are good for higher-level players to solo, the WBs are a fun way to kill 5 minutes... the zone has a lot to offer; rewards are ***.
I would like ZoS, knowing what they do now, to revisit the Adventure Zone concept -- I'd like to see a proper end-game zone designed around increased challenge on solo and group content; buffed delves and public dungeons, tough AF overland mobs and actually worth your while daily quests -- but better rewards
