When? Been playing since TU and fishing was always something very, erm... Poor. 15k worth in one hour? 120-130 fishes. Not even 15k... While mat farming will turn, from day 1 in game, at least 25k hour if you have no clue what you're doing. Scalable up to 60k with CP master gatherer, and close to 80k or even 100k, if you have the right speed gear/build, and go farm in crag. Fishing is not scalable at all ever.
So no... Fishing isn't and never was worth it in itself, unless for a very chill money farming, while you watch TV series or chat with guild mates. Than yes, it's worth it.
Depends where you fish. In summerset you can get motifs and food recipes. But with necromancer being released it might be worth fishing and selling perfect rowe for xp potions.
