In my opinion, if this set is pushed to live it will become the next Sload's (but worse), and needs heavy adjustments. I would recommend that its damage get distributed over a much longer duration.

Lets be realistic - the sets only problem is the short time over which the dmg gets applied.
Over 12s - the cooldown of this set - viper has a tooltip of 27840 dmg - figuring in that there is no 6% increase from racial/class passives available for viper, Icy conjurers dmg is perfectly in line with viper how it is on the live server.
Increase the dot lengh to 8 or 10s and it´s basically a worse version of viper because it´s telegraphed dodgeable - but ranged.
