Possiblt OP? It was definitely OP and it isn't useless.
It doesn't proc unless they have less than 50% resources which means they do in fact need it if it procs.
Just a couple players running this will massively increase sustain for your group. Healer in BGs can run this and allow DPS to forgo any sustain requirements and max dps.
So, just so I have it straight:
If I am a healer wearing this set...it cannot proc on myself and it will only proc on one person in my group every 18 seconds, instead of each person with their own individual cool down?
Seems a little underwhelming, if it worked for everyone it would be insane though.
Duos with vigor would be fun.
