I played in Vivec for the most part. I went through Graphics card changes at the time as well.
My GTX960 4gb was overheating my PSU and causing black screen issues, so I had to reinstall the OEM GTX645 1gb.
With the OEM card at Medium Graphics settings, I was getting approx 40fps in Cyrodil. Only during the Huge Zerg fights, and strangely enough, only against EP/Red, would my FPS drop down to 10-15.
After getting my newer card in, the GTX 1050ti 4gb and installing it... I put my graphics on High and went in Vivec. I had near constant 60FPS, only dropping every once in a while for a second or two down to the 50s. But again, only in Huge Zerg fights against the EP/Reds, would my FPS drop to 23fps and stay there until the fight was done or I had to port out of the area.
I had next to no Latency issues, except for on the last day. During the whole event, I only crashed to log in screen once, but was able to get back into Cyrodiil in time.
I have no complaints and I spent most of my time in vivec. It got a little laggy but only at the absolute biggest fights other then that it ran really well and much better then the last midyear.
I pretty much live in Cyrodiil when playing ESO. Performance improved over the course of the event, even though campaigns remained pop-locked the whole time. Got into some huge fights on console with no disconnects, no crashes and very little lag. I really wonder if they used the event to boost server and network optimization because PvP was terrible between Thanksgiving and New Years. So far in 2019 it's running a lot better IMHO.
Credit where credit is due. The event was awesome. My guild and I had a blast. Pop locked Sotha PC NA everyday demonstrated people are at the very least willing to give Cyrodil a chance or at the most love PVP in this game

Apart from the AP farming groups camped out at various resources, had a great time. Wish Shor was always so active. Now it's back to a lonely wasteland again.
Played battlegrounds and Vivec (on PC-EU). Had a rough time with the first (long time to queue, with dozens of "resets" when players supposedly rejected the invitation) but have zero complaints about Cyrodiil, even in Vivec. Played in large groups and against equally large groups, and the game remained pretty responsive all the time. The long queue times were to be expected, but with all campaigns pop-locked at some times, maybe ZOS could have opened a couple more. In any case, my experience was very positive, even if I had serious doubts going in.
Performance was WAY better than last year, but it can still get pretty bad with a lot of players in the same spot. I didnt crash a single time and played a fair amount, at least a bit every day. Queues were a little silly, but that is one of those things that is probably hard to avoid during an event like this if you want to play the 30 day campaign. There are still too many bugs in PVP that have existed forever, and PVP stil feels unbalanced in a lot of ways.
Certainly a noticeable improvement in performance, that I cannot deny.
I played tons of Battlegrounds. Queues were usually quick and the lag usually minimal. I only had one disconnect that resulted in a deserter penalty, which is super lame when it happens. Twice I had to sit and wait for more players for 5-10 minutes - why load us into a battleground without enough players to begin?
Towards the end of the event it seemed like I was getting more games with uneven numbers of players. My personal favorite was the 2v4v4 where I had to duo in Domination.
Premade groups are annoying, especially ones with 4 werewolves running oblivion damage and 8 direwolves for cover.
I saw absolutely no performance change during the event.
The lag, dps drops, skill latency, greyed out skill bars, mid-fight load screens, and inability to use siege (“Covenant Oil Catapult is busy”) have been worse than usual for well over a month, the event did not make anything worse.
The only thing it changed was the queues and the “quality” of zone chat.

Vivec NA all the way. Got to #12 as best. Very satisfied with performance, as to what I was expecting, I should say!

I would have been satisfied, except my last battleground queue last night put me in a non filled match, so it never started. Leaving the match gave me a 20 min penalty, event though teams didn't fill up and countdown timer never started.
Unfortunately I only got t to play on the weekends due to the que times. I tried to play after work during the week but at hour to hour and half wait times it was just ridiculous for Vivec.I would try to log in early, que up, and try to keep my character logged in while I ate and took care of family stuff. Just too much of a pain.
Performance on PC once I got into Cyrodiil was fine.
