No thanks. If I wanted turn-based combat, I'd play a game designed around it.
I personally don't mind animation cancelling and I don't see ZOS getting rid of it any time soon. But removing it would not turn the combat into a turn based thing. Biggest change would be not having those light attacks in between skills anymore.

Fix the current quest item to become a poly rather than disguise, like skeleton. Or crown store poly.
Earthgore only heals self or just removes ground aoe
Aoe siege is reworked to just apply status effects and not do damage
Siege should also only be allowed the immediate parameter of a keep/outpost.
Speed and immunity need some love or the inverse is snares and roots could use some chopping down to major minor 30/15
Timestop shouldn’t snare and it would benefit the game and the performance if it wasn’t on the bars of every pug, itching to be a chronomancer spamming it.
Draining shot needs the reverted distance or a change to the stun. Maybe have it knock up like clench or knock down like db
Sets that require system checks, proc sets, or interact with a player and x, y, z effect occur when you reach a, b, c requirement, should be changed to raw stats or unique buffs/group uses (trans, hundings) not calurion, sloads.
Cp raw stats not percentage based and remove the passives gained for having 120 points into a tree (arcane well, etc )
Aoe Healing and ults affect only the players in your group while single target (heal ward/bol/vine) etc can be used for those outside of group.
Reduce group size to 12-16

Nothing will be noticeable in the immediate future. I already lived through changes like this as a WoW player. You only start to see changes many months later.
I just hope they separate solo queue and premades in bgs. For me it's a game breaking experience when you queue solo and you constantly get placed against a premade. Of course this has nothing to do with combat itself, but it's the one change that must happen for me to remain an ESO player. As of now i'm strongly considering quitting at least until the necromancer class comes out.

Animation cancelling makes the combat feel fast paced and allows good players to make the most out of the skills allowed. To remove this would make combat sluggish and boring, I have no idea why anyone in their right mind would want to slow the combat of this game down to 1 second skill casts.
The only people who want animation cancelling gone are the ones who lack the skill to put it into practice.
