Now regarding Skyrim, is all down to licences with Bethesda. So imho the remaining of Hammerfell going to be added in 2020

Given that ZOS and BGS are owned by the same parent company that owns all of the properties, there's no license issue involved. They may not want to "steal the thunder" from BGS regarding Skyrim, but they absolutely could do stuff there if they wanted to without any legal problems, assuming Zenimax Media gave them the go-ahead. I also rather doubt Hammerfell is going to be a priority, given that it already has the most zones of any of the regions in the game (Stros M'Kai, Alik'r, Craglorn, Hew's Bane, half of Bangkorai).
That said, yeah, there's still TON of stuff they could add to the map. I honestly sort of expect to see more of Cyrodiil as PvE zones, given that a good half of it is still missing and the only PvE zone in the province so far is a small DLC-sized one.

I'm pretty sure they said that it is "The Year of the Dragon" not " The Year of Elsweyr"
I wouldn't bank on anything other than the chapter itself being in Elsweyr. The story could very easily end somewhere else, especially if it is setting up next years events.
