I would say this.
However, ESO is not designed as many other MMORPGs where their is tiered gear and then a new expansion comes out the level is raised, skills are reworked and the grind for new stronger gear begins. That design wipes out previous progression and we start over again.
ESO does not have the tiered gear and the game is not even designed to be managed in such a manner. The gear grind is so much worse than in those other types of MMORPGs that increasing the level cap would be absurd.
In fact, Zos has increased the level cap 3 times. Each time we just had to grind to get our same gear (new level) and use the very same skills again. Each time was totally pointless and showed poor vision for managing the game.

Vertical progression gives you an objective or goal, and gives you the impression that you are accomplishing something by playing. Without it you're just reading a book or watching a movie, and as fun as that can be at times it rapidly loses its appeal watching it the 2nd 3rd or 14th time.

I have chased most of the Achievements (excluding a few things I don't enjoy like fishing) but that is not really progressing a character. And with each new DLC I theory craft with the new sets but that is just grinding gear not really advancing or improving my skills or character.

Vertical progression gives you an objective or goal, and gives you the impression that you are accomplishing something by playing. Without it you're just reading a book or watching a movie, and as fun as that can be at times it rapidly loses its appeal watching it the 2nd 3rd or 14th time.
As you said, it gives you an "impression" that you are progressing. In reality, you aren't progressing as all new content is designed to be completed at the new level cap (while difficulty at level cap remains the same).
If you aren't intrinsically having fun playing a game and need psychological motivators to keep you playing, maybe it's time to move on.

Have you competed vCR+2? Have you completed vet HM on MHK and MoS? If not, you can "advance or improve your skills" there.

I just want to acess ALL content that the game has to offer and the game forces me to reset my character periodically to do so. meanwhile prior content is rendered obsolete.
no, I'd rather "improve" my character by unlocking new skill lines, new various achievements, etc. resetting my progress every time new expansion comes out, for me at least does NOT feel good. its just tiresome and annoying.

This would be utterly pointless.
Increase gear cap, increase mobs "effective" level to match.
In my opinion they should get rid of gear levels entirely. So what if you can use the same stuff from level 1 to end game? Gear grind is pointless and achieves nothing.
I would like to see CP either replace or augmented by another system. I'd love more depth to the skill tree, a 3rd or 4th morph for example, passive skill morphs and so on, but replacing your gear with exactly the same gear just 1 level higher is a complete waste of everyone's time.
I find that a lot of the times, many end game players who can do the VCR+2 etc achievements, really don't want the middle tier of players being able to progress enough to accomplish them by progressing via a power creep as you would do in any other RPG type game. They want you to work your ass off like they did or not have it at all, even though there may be limiting factors, such as disability or internet lag that works against you greatly to keep you from pulling certain dps numbers to even be allowed into most of these end game trials groups.

No. They don't want vertical progression because they want content to remain challenging. It's a lot more fun having 34 challenging dungeons than having only 6. Vertical progression reduces the amount of playable content in the game.
And if you are disabled or playing with lag, you have the normal difficulty setting for all of this content.
