The new High Elf mitigation passive is useless

Wouldn't this passive also effect channeling a heavy attack like from a lightning staff?

If it’s for all channels then yes.

The new passive will be very useful for magplars channelling jabs/soul assault/jesus beam/rite of passage, it will also be very useful for magsorcs because it makes you less vulnerable while channelling conversion and especially recasting pets.
The new passive looks unremarkable, but it is a small thing that can make a huge difference in a fight.

I agree on the templars. For the sorcs however it is pretty much meaningless as you don't spent that much time recasting your pets especially when you are taking a lot of damage. And 5% damage reduction when using conversion is not gonna cut it if you are under stress, and if you are are not b/c you use LOS then you don't need it.

I'd rather see more regeneration as it is unversally applicable, but I guess you can't have everything.

Altmers still number one magicka dps race, they will do much better with new passive and no need for further buff

How do you know? Have you adjusted the gear already accordingly?

It’s situational, but not bad for a Magplar beaming or even during Soul Assault.

I strongly disagree that altmer need any buffs tbh. They are in a good place and probs #1 magicka race with these changes. And as many have said this is quite nice for magplars.

Spell Recharge: Restore 575 Magicka or Stamina, based on whichever is higher, after activating a Class Ability. This effect can occur once every 6 seconds. Reduces damage taken by 5% while you are using an ability with a cast or channel time.

    This should instead be this:
Spell Recharge: Restore 575 Magicka or Stamina, based on whichever is higher, after activating a Class Ability. This effect can occur once every 6 seconds. When this effect is on cooldown, reduce damage taken by 5%.

Nobody uses channeled skills when they can avoid it. This would actually make High Elves worth considering as tanks. But with the current proposal they are only good for a single role: mag DD.

The Templar's Puncturing Sweeps, Dark Flare, and Radiant Destruction are all channels and this passive is much needed.

How many of those skills are used by tanks? Hell, how many of them are used by DDs? Dark Flare isn't even used by PvPers. So it's only one skill of a single spec of a single class in just execute that would benefit from this.

How is this fulfilling the stated goal of making all races usable with different play styles?

I even have a high elf magplar tank, and this passive gives me nothing. The only channeled skill I use is puncturing sweep, and I only use it when I barely take damage anyways.

    Depends.

Channeling sweeps is effectively 12.5% damage mitigation equal to around 8000 armor..
Channeling sweeps with Light of Cyrodiil set is effectively 25.6% damage mitigation equal to around 17000 armor.

It works with major protection channeling Deep Throughts and the 75% reduction channeling Mistform, although the bigger the reduction the more it gets hit with diminishing returns. The more sources of raw damage mitigation you add, the more diminishing returns you see.

Will be fun for no-cp pvp Templar.

That's not important. High Elf is in a very good spot right now. They would need to take something else away to improve mitigation, and we don't want that. They are a DPS race.

It's pretty much a templar passive, lol.

....but even on templar, it's not much to excited about.

Whatever you mention that will make a nord laugh and shrug. Having a high uptime for the cooldown...... for more mitigation like a nord.....
