Honestly, I would like to see a thing where casting Necromancer abilities, or being seen with an undead minion, in a settlement will constitute a crime and lead to the guards coming after you. I honestly can't see how... from a lore standpoint... that every faction and city is completely okay now with people running around with undead minions. It would be very jarring in my own opinion.

While everyone but a small amount of blaspheme here knows that a necromancer DEMANDS a permanent pet, or even better permanent PETS, you are forgetting about another pet class: the socerer.
Now that we have the necromancer, noone needs a lame sorcerer.
I say to get rid of the sorcerer's permanent summonings and replace them with lesser, temporary ones.

I'd like necromancers be a class with some DD potential, but having an emphasis on being a pure support (not a clear healer/tank, but a debuff/buff bot). The idea could be expanded to: dd skill line, buff skill line and debuff skill line. This way, necromancers would not be like wardens (jack of all trades, masters of none) and we'd have a something a bit different on the new class.

You, like many others, misunderstand the meaning of "Necromancer".
A NeCromancer is supposed to summon the dead, that's a characteristing you cannot deny.
What you mean is a NeGromancer.
The difference is explained by analizing the latin root of the 2 words: the first indicates a caster who deals with the dead, the second a caster dealing in dark magic.
So no, a NECROMANCER must raise the dead in order to be one.

The reason for this is giving the necromancer its reasonable central role as pet class while also remembering the community that daedra summonings are ardly ever permanent since it requires a lot of power to maintain a daedra in another plane.
Daedric summoning is one of the worst talent trees, with 3 out of 4 skills with no reason to link them to the field of daedric summoning: they were just put there to fill.
So yes, we should exploit this chance to gain the clairvoyance so mane players lack and use that to improve the daedric summoning talent tree.
The improvement of it will resoult in a better enviroment for thenecromancer.
