How long are your load screens? Try without add-on to eliminate unseen variables. Might try repairing install just in case. Also turn settings down just to see if that changes anything.
They can last from 5 mins to 10-15 mins, or sometimes i will leave them for as long as it takes and they never resolve and i am forced to close the game. I'll try without add ons, but honestly I had these never ending loading screens before i used to use add ons.
I think something strange is happening. I know it's a long process, but might also want to try a fresh install.

Keep in mind that the game is more dependent on the CPU power of the first core than it is on GPU power once the minimums are met.
That is to say:
A bigger/better GPU won't make the game run/dispay much better because the game is CPU dependent.
And the CPU dependence is coded poorly as well.
The game is poorly optimized, and successive DLCs haven't always integrated well with previously existing code, and isn't in any way burdened with working with any of the add-ons that the base game 'encourages' (by leaving so much stuff out).
Add to that - a lot of problems are network issues between your client and the main servers. Communications aren't handled with great efficiency, and latency issues abound.
What I find galling is having a 100 ping, and lag-bubbles or loading screens popping up over and over.
I can frequently come out of a wayshrine into several small loading screens while trying to take my first several steps (it happens in Skywatch ALL the time).
Or entering a wayshrine with groupmates, but exiting the wayshrine to see them '100 yards' ahead of me galloping away.
This isn't a killer rig - but it's plenty good enough as far as ZOS demands:
I'm running an i5 6500 CPU, an nVidia 1080, Win7/64 on an M2 drive with the game on another SSD, 16 gig of ram, and I have a 300Mbps fiber connection.
I'm outside Wash DC.
My CPU isn't the fastest i7 OC'd unit, but it is way over game requirement.
Sometimes the game is unplayable due to lag and loading screens.
Cyrodill is usually a slideshow.
So are many delves on too many occasions.

Do you not get that ZOS needs context? Location/activity leading up to load screen...video if you have it...that’s why /tickets/ are a thing. Either take a crap or get off the pot. What you’re doing isn’t effective.

Windows 10 by default has windows defender in realtime mode running 24/7 eating all your CPU. Also, they put out frequent background running updates using a lot of bandwidth.

A lot of people pay money to come to the game and relax after their day.
Paying money to come to a relaxing place and being assailed with long loading screens, and lag, and harvest-bots just leaves people feeling abused.
Abused players go elsewhere when they find a game subject they like better than the one they 'prefer' (this one) when the 'abuse' get to the point of making it pointless to come back.
That may sound well and good, but if more people get tired of the issues above, and leave - faster than new players buy the game - you're going to start to get lonely....
my inferred point (which was perhaps too subtle) was that the morass of histrionic hyperbole, devoid of objective description and evidence, that is plaguing the forums currently diminishes the perceived severity of the issue. in other words, posting self-contradictory crap whilst in the throes of an attention seeking tantrum accomplishes little to help the issue.
