As posted several times, the reasoning it was brought down during the afternoon is due to the EU server currently hosted in the US...once they move to the EU based server, you may likely see a change in maintenance times - seriously, one patch downtime (which is not even during prime time) and people are not happy
To make no mistakes is not in the power of man; but from their errors and mistakes the wise and good learn wisdom for the future.

They need to return this morning game version to let people normally play this evening and start testing this patch harder before release.
I can live with some bugged low-lvl quest 1-2 days more and I'm sure - not only me

Do you have a link to an official post that confirms the EU server is being hosted in the US?

What do you mean not even during prime time? The server went down 5pm for most of the EU. It's now 10pm and people are still not able to play

agree. why patching in euro prime time?
need to do it in the right times (not only while NA is sleeping/working)

Even if it is hosted in the US, the maintenance can be done few hours earlier for the EU megaserver. I don't see one reason why they shouldn't separate the timings.

Well....hopefully when things have calmed down, they'll be able to move to "regular" scheduled maintenance times that are better in line with each continent (i.e. noon-ish or even during the night), like other MMO's.

Oof. That's not good. My company is global and has safe harbor agreements in place to host most of our other markets' servers in NA, too. But our NA staff are aware of standard maintenance windows and don't bring down EU servers until 6:00 pm ET or later. The servers being based in NA isn't enough reason to schedule routine, non-emergency maintenance in the afternoon US time.

The need to start doing EU maintenance at 9am EST (14:00 GMT) so that they have a four hour window before EU prime play time begins right now it feels like they wait till 1pm EST (18:00 GMT) to do anything meaning the entire EU realm is unavailable all evening right during our prime playing time!

Considering the EU consists of various nationalities and time zones, GMT is more commonly used in a many number of things (including server downtime) - considering 2:30pm GMT (yes, it is 3:30pm in UK due to BST) is not prime time, and they may have looked statistically and decided that this would be the more suitable time (due to the several hour downtime required to release patch) - as they already said themselves, delaying it any longer would affect more people as it would then hit peak times.

As for it being 10pm (currently 9pm in UK) and users still not able to play - that is something you cannot forecast as trying to implement something into the live infrastructure may cause other issues, which we have seen today.

Unless there are technical restrictions that prevent them from moving the current maintenance do a more suitable slot whilst hosted in the US - however, we can only speculate on this

Also, here is the justification from Zenimax as to why they brought down the servers when they did for those that missed it:

The patch we're pushing out right now was planned for tomorrow, but it was ready today and will fix some of the issues people have been running into while playing. We understand that the time is not ideal for some, but we felt it was critical to get the fixes out now before it gets much later in Europe.
