
Tiber Septim hasn't been born yet. He's the one who ended the constant fighting in Cyrodiil that's going on right now in ESO. So if he founded the Order of the Dragon and he hasn't yet been born, this can't be referring to the Order of the Dragon.
- The Order of the Dragon was an illustrious order of knights founded by the first emperor of the Empire of Tamriel, Tiber Septim. Being accepted into the Order was considered an immensely high honor; it seemed that one could only be accepted into the Order by the emperor himself or an extremely high ranking Imperial official, such as the High Chancellor of the Elder Council.
The highest rank one could achieve in the Order was that of Champion of Cyrodiil.

So there's been a lot of hype about "dragons" being part of the datamined content, but what if everyone is making the wrong assumption about the definition of what a "dragon" is?

Now we know that in the letter sent out, Abnur Tharn signed it "High Chancellor" and if we look at the following tidbit from Elder Scrolls lore

Perhaps we will be revisiting the Order of the Dragon (new PvP skill line?) and waging a new battle for Cyrodiil instead of the Three Banner's War?
Yeah, it's a stretch, but Abnur's comments about ending the Three Banner War, his position as High Chancellor, the relationship between the Order of the Dragon and Cyrodiil/Imperial City, and the datamine of "dragons" seems like one heck of a coincidence. Feel free to destroy my suppositions here, but just figured I'd add a new twist to trains of thought going into the official announcement next week.
