I’ve taken the time to record video and take screenshots of copious amounts of bots and people who were literally all CAPS screaming expletives and slurs about trans people, gay people, non-white people, etc, and half-step of awful “player” in-between that makes the game environment less welcome and fun for the rest of us, only to get the same canned response. I understand why they give that response - as others have mentioned, it’s fairly status quo amongst games - but when you see those same players doing those same things 1/3/5 days later, it makes the effort feel fruitless. If ZOS isn’t going to protect the environment of their game, why should I?
Regarding your specific clip: it does seem a tad strange, but I would hardly call it damning. His movement sort of reminds me of strafe jumping in Quake, which even on PC - I’m a Console player - I don’t believe is possible. I’ve seen people running pure speed, scroll-running builds, and using invis pots it’d explain some of his disappearing act, but it wouldn’t explain everything. I still don’t think it’s appropriate to pull out the pitchforks and torches yet though.

For future reference, when uploading a video - and after uploading, via the YouTube Studio - you can set a video to “Unlisted”. This will allow you to give the share link to specific people so that they may view it, but it will not show up on your public profile, or in public searches.
