Two reasons:
1)Warden is overpowered
2)To sell the class they will make it even more overpowered

And "balancing" classes is like watching ZOS try to hit a target they keep deliberately moving ever update...
And we recently lost Minor Toughness so everyone has an excuse to bring along a Token Warden Teammate...
And ZOS seems intent on diminishing most class-unique abilities in favor of making sure every class can be a "Jack of all trades/master of none" in terms of end game roles...
No, I can't imagine why anyone who is really attached to following the meta or to the way their class performs is eyeing the Necromancer class with trepidation.
At least the roleplayers are delighted.
On your last point I'd like to add, only the dark edgelord roleplayers are delighted. To keep with sound lore, anyone identifying as a necromancer to me in an rp setting will be cut down and left to rot on the streets.
Just how I see it. Learning and using the dark arts to do good things, is nothing bad. I do it with my character, because I love to understand all magic. But there is nothing good to see in Necromancy. Defiling the corpse of someone's loved one and forcing it to do your bidding... that's wrong. No matter if you use it for good or evil. It's disgusting and disgraceful and on top of that, it defies Xarxes or Arkay if you will. And defying the divines.... I'd rather perish.
