So, we know that ZOS is working on updating racial passives.
In Summerset, we saw a new model for the Moamer.
In Murkmire, we saw a new model for a subspecies of Argonian.
According to the lore, there are at least 16 types of Khajiit, and it appears we're heading to Elsweyr soon (I don't expect we'll see all of them - but visiting Elsweyr without indicating some variation would be lore-breaking to an extent that would make any inclusion of dragons look positively trivial in comparison).
So my (speculative) question is this: What are the chances that we going to be able to create subspecies / subcultures of races in some upcoming DLC? Even if they are purely cosmetic?
Why not? There wouldn't be any balance issues like there might be when they bring out a new class. Basically, you don't personally want a new race, so you've decided that no one else should be allowed to have it, either.Kilnerdyne wrote: »No

Giving us a new race (or sub-race) seems like it would be a lot easier than giving us a new class, and it wouldn't unbalance the game like a new class would. Not sure why they aren't doing it. Maybe they will in the future?

As much as id like to play as a Naga, theres always only been the 10 playable races in Elder scrolls games.

Maormer is an race by lore, obviously very like Altmer.1. Most sub races are rare. Making them a playable species takes them from rare status to not rare at all lore wise.
We've seen at least 4 different playable subraces of Khajiit throughout the games. The 1st PGE describes Ohmes as the most common outside of Elsweyr, which we haven't seen playable since Arena (Ohmes-raht since Daggerfall).
Argonians also changed considerably between games, suggesting we already have seen different playable subraces for them.
I don't know of any other main race with subraces. Maormer certainly aren't, so they shouldn't be added.
