We only know of five of them, but I see no reason to believe that the Atlas of Dragons lorebook is even remotely comprehensive. It's quite likely that the total number of both slain and living dragons is far greater than could be encompassed in a single lorebook, which in all likelihood was meant to be illustrative as opposed to complete.

well even if we assume that lorebook IS complete, rather then illustrative.. having dragons during ESO's events is STILL not even remotely against the lore, so...

Off the top of my head, active in the Second Era, we have:
Nafaalilargus (you mentioned) (Also, this is the dragon that the Imperial Crest is based on.)
Mirmulnir
Paarthurnax
Durnehviir (special case)
Grahkrindrog (killed 300 years before ESO)
Nahfahlaar (should be in Glenumbra, ally of King Casimir II, an ancestor of the King Casimir that appears in ESO.)
Vulthuryol
Naaslaarum and Voslaarum (questionable case, but these guys could be active, it's unclear.)
Ahbiilok (unclear, reports date to the first era, but probably alive and well in Morrowind in the second era.)

Dragons are alive during the time of ESO, maybe not in massive hoards, but given the fight with the dragons is taking course over the entire year, I’m pretty sure we’re going to get bug important encounters with a handful of them, plus the obligatory WB/trial with them as featured
