Being used as a thrall by an enemy player in pvp would be so frustrating... I love the idea!
It would be awesome if some new staff weapons were introduced.

Not sure how Necro can work but it might be something similar to how they did the warden pets.

Or something quite similar, given how the Warden and subsequent class restructuring has been done.

In PvP, will i be able to re-animate up to two foes? with them becoming simple NPC's with 20k health and acting as a pet? Or will I be able to summon skeletons from the ground?
Will it be viable for PvE?
Honestly, I'm loving what Im seeing and hearing, and this year looks like its gonna change ESO in a better way.
Let me hear what you think the abilities will be!
I think ZOS will use the same trick as with DK -> warden, so it will be basically sorc, except it will have skeleton instead of clannfear and zombie instead of that other thing sorcs have, and where it will differ substantially is colour tone of spell effects; they will be green-ish instead of violet-ish.
EDIT: almost forgot. Unlike sorc it will be paywalled, of course, to make up for the cost of Adobe Photoshop license for making skills green, and subtly OP to ensure commercial success.

I wouldn't be surprised if their are necromancer abilities like the warden bug swarm, cliffracer, etc where the necromancer summons skeletons instead to run at and attack an enemy if that makes sense.

It's like meeting your celebrity idol in person, you'll get disappointed. It could be the most amazing balanced class ever to hit this game... doesn't matter... it'll be torn apart by those disappointed that the idea/dream they had of what the Necromancer class should be didn't come true.
I think a number of the skills that could work here are already in game. The hands reaching from the ground could work as a root. Some sort of fear mechanic. A skeleton summon that is on a timer, similar to the shade. A large skeleton ultimate. Definitely a zombie summon of some kind.
But, considering this is being released alongside dragons, I wouldn't be surprised to see something like a dragon priest ultimate. You summon the priest and he performs a shout. Or at the very least, draugr summons.
https://www.youtube.com/watch?v=1plg9kxl1Og&t=1409s shows that dragon priests heavily used necromancy.
