Tanks are not necessarily slow but it generally works better for them if the pace is not breakneck. They use a lot of stam and mag while tanking and very often are relatively low on both when the boss from one big fight dies. Since block negates stam regen, tanks generally have very low stam regen. Short story is that many tanks use the jog to the next fight to regen blue and green. Good healers will often drop shards right on the tank after a big fight to help. Sprinting is counterproductive for a tank between fights. I will jog to the next fight. If I feel pressure to ensure my blue and green are full before I get there I drink a tristat potion which feels rather wasteful when 15-20 seconds longer to get the next fight would save that potion.
As tank, I want to lead and will move as quickly as I reasonably can, trying to be sensitive to if anyone is lagging behind or needs quest objectives. As dps or healer, I want the tank to lead and that responsibility includes the authority to set the pace.
Run ahead of the tank at your own peril.
I am more than willing to let you die. And, I will park the boss right on top of your corpse just because I can. And I can hold it there for hours until you get tired of not being rezzed and leave the group.
You join a group activity, do the activity with the group.

I aggro as much of the mob as I can plus the boss .. but I won't chase the mob around once they release from me, usually keep my focus on the boss after that ..
Only time I come off the boss is if I see the healer running around for his life trying to fight off enemies, usually run out aggro them back onto me then back to the boss ..
I'm still learning how to use a tank properly but I've yet to have anybody get mad at me for not doing my job ..

Do you agree with this statement? So if you a tank and looking at some speedrun guy who initiate the fight, will you continue your tank job or just taunt one mob and let your healer get mad? )

"You pull it, you tank it" is selfness in my opinion.
We all have a job to do and agro is the tanks main job above all.
For the most part a lot of use have run the same dungeons many times. No point in stopping to smell the roses. If someone says they are doing the quest then yes I will slow down and let them do it, even if they want to listen/read and take time to enjoy the quest as it maybe their first time doing it. If not then it's all hell is out run like the devil is on my back.
I expect everyone to do their job they queued for.
It is a big issue if a tank is so slow to allow the DD's to run ahead of a group.
