Zos did some very serious voice acting with the original part of the game and have kept up the voice acting with each new zone (remember most MMORPGs make you read most of the quests). However, it does seem they are cutting corners and I think that is why we did not hear from Meridia at all.

Previously the most obvious example was that there's an achievement to mudball the monarchs, but they don't say anything when you do so.

Famous voice actors are expensive
A conflict involving the Fighter's guild and vampires could be interesting for players, I would have thought, especially in a new PVP mode...Doesn't seem her style, besides she is one of the good ones and think about the only thing she may want to wipe out or cease to exist in the mortal orld would be vampires and the like she is not fond of such creatures but then again she also about mortals having choice and such,.
