In zenimax defense here...the cyrodil animals were removed in part because back when meteor was THE ULTIMATE everyone used, players complained hard about stray squirel 20 meters away from ur target taking the rock from the heavens...you didn't even see the squirel...it wasn't your fault man...
You guys remember the great meteor spam of 2016? Guilds would run into a keep mashing meteor, every one would do it...it would take up to a minute for one ability fire off the server was so slow...funny stuff. Entire factions standing on flags taking zero damage not being able to flip...
Contrary to popular belief a Cape was shown on a heavy armor user fighting a skyrim Giant in the beta footage of the game. It's possible they just dont want too.
On a serious note, I think capes were in the game at the very beginning....but they caused major lag and were never made into the final cut on release if my memory serves me right.
There is one cape in game and there will not be another. iirc, the Bretton hero costume has the cape but it lays flat.

Fine - let's say it is limit of crappy ESO engine, that could very well be a factual statement. But also plain facts is much older generation MMOs managed capes just fine and no reason ESO, with competent programming, could not do so as well.

It is a factual statement, the game engine does not support something like cloaks and capes. It has nothing to do with the age of the engine, but how it was written.
Now, since you brought up EQ2, that game is no where near as detailed as ESO is, graphics in that game are flat, ugly and low resolution. When everything in the game looks like crap painted on wooden placards, it is probably easy to put a cape in there given it does not have to look good. And, yes the capes and cloaks in EQ2 look like crap. Not sure why you would want those in this game anyway.

Correct. There's an alpha video out there from ZOS featuring a character wearing a cape. The issue appears to be that, "a cape" is fine, but when you have players scampering all over the place, that's too much for your rig to handle.

So I repeat - EQ2 for that era had good graphics + animated capes ---- there is no reason technically why ZOS could not have programmed an engine to allow for capes. Whether the engine currently can or not is irrelevant - that's circular logic, 'capes can't be done because the engine doesn't support it' - the point is by modern standards ESO is either unwilling or unable to do what an ancient MMO did with as good a quality as you'd expect by that older standard.
