There is one cape in game and there will not be another. iirc, the Bretton hero costume has the cape but it lays flat.
Zos has said they will not add capes to the game.

It caused issues in early alpha. Now, maybe, if there's a major engine overhaul in a couple years this might be a topic that can be addressed, but for now, let's just go with the idea that, for whatever reason, capes are extremely rare in Tamriel. Maybe they're just out of fashion.

I dont understand how they cant do capes but they can add in guild tabards, its basically the same thing, I'm guessing they said they can't have the flowing style, but tabards have that? i just dont understand how tabards are a thing but capes are not

So an ancient MMO like EQ2 has engine that does capes just fine, with peak population back when it was popular far greater than ESO, and you're playing the 'engine limitation' card?
Fine - let's say it is limit of crappy ESO engine, that could very well be a factual statement. But also plain facts is much older generation MMOs managed capes just fine and no reason ESO, with competent programming, could not do so as well.
