Can't Log In to Submit a Ticket (also: Game Stuck on Loading Screen)

Dear all,

Firstly immediately as I enter my user/pass and try to log into the game, there is loading screen, music and little ESO ouroboros spinning — but only for a couple of seconds. Then it stops and the game is completely frozen. Sometimes it crashes and generates this report:

Of course I tried everything; from repair the game, reinstall, reinstall directX and VC++, deleting that ProgramData subfolder in Launcher's folder, putting some .patchmanifest file there (as suggested by one of your support pages), etc.

Nothing works! And then, cherry on top: I cannot even log in to submit a ticket on https://help.elderscrollsonline.com/app/incident page!!! Even though I am logged in on other pages, just it doesn't work on that particular one. On 4 different web browsers.

Am I left with only reinstalling Windows now? For three days in row I cannot play my (ESO+ boosted) game. Instead of enjoying evenings, I am "working" as a computer serviceman...

Would be nice if someone has a way to help out. Thanks.

    Yes it is. For some reason it finally did let me (double) log-in and I made the ticket open. Thankfully. It was on Opera the one I forgot I even have. Other browsers still stuck on the page... v0v
