There would be a contractual agreement between Steam and Zos and I would expect that Steam has requirements in place that prevent this.

Consider the issues that prevents its customers to enter the game in the middle of the event or every time after the patch?
The answer is pretty simple to me - just link and additional copy of non-steam TESO to accounts with steam version bound. For Free! That's all guys. Because everybody can make all the same thing and have both steam and non-steam working. You just need to buy TESO again. So the problem is only about honest attitude towards customers. That's all.
Don't mess all this legal, technical and steam relations crap. There is none. The question is only about money.
