Pretty sure ZOS openly said they implemented an MMR system. And yes, if you play a lot of matches and queue during primetime you're going to wait a long time. Im not even sure if you have to do well in those matches. The best thing you can do is rotate between characters every is often. Idk how it works but your MMR seems to decline over time.

i stopped playing bg for a long time on my stamplar and when i finally qued it took for ever and still put me up against premades.... i think to bring down your mmr you have to lose a lot of matches repeatedly

I queued for 3 matches today on a character that has never done BGs. Got put up against premade groups each time. It may have had nothing to do with your MMR going down.

That's just a nuance of the forums. It doesn't matter what you complain about, there will be at least one person that denies that your complain is valid and tells you that you suck.
I will give you some examples. [Illustrative Dramatization]
Forum Post: "Wow the lag in PvP is bad, I'm getting 15 frames in big battles."
Classic ESO forum post response: "Get good. You just suck, I always get 100+ frames."
Idk why this happens but "Deny; You suck" is a force to be reckoned with on these forums.
