While it is clear this thread was created only to rage. I might suggest putting together a clear and level message with compelling ideas if you want Zos to consider the thread and your opinion. No guarantees, but it has a greater chance of grabbing their attention.
Personally, I think Zos has their hands tied by contractual agreement with Sony and Microsoft as that makes the most sense because server transfer is a simple money maker that only has one risk.

There are plenty of ways they can verify you are who you say you are, and then make the necessary changes to restore access, accordingly. Again, you jumping the gun and obtaining an additional account is not a fault of theirs.
They have actual people with actual phone numbers and chat that can escalate things when necessary, as most big corporation do. If the usual channels don't work, you step it a notch.

surewhat do you want to talk about? also where were my "errors" i would love to see where its my mistake if their email system went faulty and that i got an email on the accounts email i was trying to recover almost 2 months after i had to remake a new account. please do take into notice that i have mentionned the account didnt interest me; the characters and the time i invested on them has more value

@BoneShatterer your initial post is quite aggressive, poorly formatted and hard to read. I don't think it's buying you much sympathy.
That said, and while as others have said it's your responsibility to keep track of your account details, stuff happens, and apparently you had a terrible experience with ZOS customer support trying to fix it. My advice: try to work this out further directly with ZOS, not on the forums. Maybe ask for a refund on the 2nd account and cancel it.
I wish people here didn't immediately turn on victim blaming mode and instead started to demand and expect better from ZOS, but that doesn't seem to be the case. Even if you conclude that ZOS is right not to do any character transfers, nobody should have to deal with nonsensical loops due to issues with their recovery process.

You need to upload the image to another online service and use that link.
A work-around is to create a draft thread on one of the forums that does let you upload images, like the Bug Report one, and copy-paste the code for that image from the draft post to this one.
What you are asking for isn't complicated. I would bet money that it's just a field in a database that they would have to change to make this work. Just swap the old account id for the new one and presto, chars on the new account. (There might be a few other small things beyond this, but it's really not that complicated.) But good luck getting them to do anything outside of what immediately generates increased revenue.

When I wrote that your writing was difficult to decipher, I meant that the facts, the response from ZoS, and your expectations from posting this thread were unclear. Your English is good. The problem is that the way you presented your case was difficult to understand exactly what happened.
Your subsequent posts cleared this up for me. If I understand correctly, this is what happened:
1) You took a long break from ESO
2) When you decided to play ESO after the long break, you could not log in.
3) You had the login, the password, and the e-mail account you used when you created your first account.
4) You submitted a request for a new password several times. The password recovery system stated that it had e-mailed a new password each time, but you did not receive any of those e-mails.
5) You submitted a Help Ticket. The response from ZoS on the Help Ticket referred you back to the password recovery system that you had already tried to use.
6) After trying multiple times to get the correct help, and after a lot of time went by without being able to play ESO, you created a new account, starting from scratch, because that was the only way you could play ESO.
7) You continued to try to gain access to your original account. After a significant amount of time, you were fortunate to find a ZoS employee who discovered and corrected the problem. You finally, after significant effort and persistence, have access to your original account.
8) You now have a dilemma: continue playing on your new account, or play on your original account. Both accounts have significant progress in the game. You do not want to be forced to choose one and abandon the other, especially since the problem with your original account is not your fault.
9) You contacted ZoS about transferring characters and items from one account to another. You received a standard denial response that did not recognize the unique problem that was not caused by you.
Is that an accurate summary?
If so, then it is important for other players to understand the exact nature of the problem that prevented you from being able to log in to your original account. Did it happen because a certain amount of time went by between logins? Did it happen due to a system update on the server that handles player accounts? Is there a way players can safeguard themselves from suffering what you have suffered?
Anything you can share would be helpful, in addition to what you have already shared about your experience with Customer Service.
i have invested over 250$ in DLC + summerset special edition with 3 dlc included.
and its also an understatement that they imply that i should reinvest another 250$ if not more in DLC on my former account in order to play with it.. but the issue would remain the same.... i would regain access to my former account , thats nice, but it would have costed me well over 500$ for something that is not my fault and that part actually sucks

When you decided to play ESO again, and you were unable to access your original account, you started a new account. Since you thought your original account would never be accessible, you purchased DLCs and items for your new account. Since so much time had passed during your break, your new account has benefits that were not available for your original account when you took your break.
So now, between the two accounts, you have items that you spent money on or were included with your new new account, and you have different items that you spent money on with your original account.
Now I understand why you want to essentially merge the two accounts, either entirely or in part. You simply want everything you have purchased combined onto one account. Transferring characters and items would be a nice bonus.
It seems to me that DLCs and Crown Store purchases should be something that ZoS could add to whichever account you want to continue to play, since these are items that can be added to any account at any time. And there is a record of purchasing them from ZoS. That should be simple.
Most items in the game can be transferred from one account to another by changing account IDs of the items, just like player trades.
If trying to get proper attention using the traditional methods doesn't work, perhaps writing a physical letter to ZoS might help. Bypass the digital chain of command and go right to the top with something that is physically dropped on a desk.
It's slower, it may not have any result, but it seems to be worth the attempt to try to restore your expenditures and your game time to the single, unified game you would have if the fault had never occured.
It may get the special attention you need.

no, im not interested in the skins, dlc mounts of anything.
its really about the time i invested on my chars, thats where it hurts, since my main is a master crafter 50 all crafts 8 traits, and i invested a sick amount of time on thsoe 2 chars.
it's not about merging its really about transferring the only chars i loved to play with on my original account.
