

Containers in general aren't designed to be banked, and the ones with variable contents probably can't be stacked as those contents and the IDs associated with them are determined when they're awarded and not when you open them.

its a pretty simple reason to be fair. When new content drops with new sets, a percentage of the time that is allocated to your presumed login time is collecting new gear with the traits you want for whatever the new set does.
If you run with a group of 4 people and you only are after 1 particular set, chances are quite high you can get 5 random pieces of that set in exactly 1 run of whatever it is thats new.
Those 5 sets in off traits would require 250 stones to transmute and if you are not an achievement/skin/motif/plan hunter, you never go in that dungeon again.
Artifically increasing the difficulty of keeping enough stones to transmute multiple sets brings the amount of people willing to do that to a much more managable level, who then can be written off as outliers and presumptions and predictions can then be made about % player clear time, or whatever metric they want to measure in relation to the new content.
There isn't enough new content to keep you "legitimately" logged in for the amount of hours needed for statisically relevent data so they make these progression roadblocks to keep you logged in longer to get more data about what you do.
It's not bad or good really, its just a clever way to keep you on the treadmill a bit longer than if they just let you 1bang the new gear and be done.

The fact that they can be placed in a Guild Bank, but not in a standard bank makes it even more asinine yet.While we're at it, I'd also like to know why aren't Runeboxes bankable. If I want to move them to a mule I'm forced to email them to someone and have them return it, because I can't even perform simple inventory management with them.

Because they don't want you to be able to store past the cap.
