It's unfortunate that hyperbole and using words incorrectly is all the rage these days. It means when a game is *legitimately* broken or ruined, there are no words left to express that. These days, many call something "broken" or "ruined" (or worse "game breaking") when expressing opinions based on their expectations of what they game should be.
I'm not aware of any bugs in ESO that approach the severity of current bugs in Fallout 76. ESO is fine. Fallout 76 should not have been released in its current state. I mean, I'm having a blast playing it, but it has some pretty significant issues right now. Never has my experience in ESO been as problematic as 76 is right now.

The game looks a pre-alpha state version where they just reused the F4 engine and assets and did not made any improvements in all the years past it release (specially the engine, housing and crafting) and they charged us $60 like it were a brand new game.

I'm guessing you weren't here at ESO launch then there was a gigantic insane enormous bug that should never hit any online game ever, you had a random chance of logging into another players account during the first 2 weeks
This is the standard however during start of this event its that the finder breaks down, you are unable to do random dungeons even with an 4 man group. The main issue with the GF is 90% of the players want to DPS the dungeons. There are other issues that get exacerbated during events like this, but I wonder how bad they would be if there was a more balanced population....

Todd Howard also said that id Software helped. Why aren't we comparing say...Quake Champions and Fallout 76 then? lol
Of course, even Quake Champions is a better game than FO76. I doubt both id Software and Zenimax pitched a lot of stuff towards Fallout 76's way...Some people think that Fallout 76 was made by a small team.
