Look at Caltrops, obtained through PVP which is the only time in the game that you will ever face mounted enemies. And yet its a staple in every end-game PVE stam character's arsenal.
There have been times when PVP sets were BIS for PVP, like when Black Rose from IC was BIS for heavy armor. Now, you're looking at overland PVE set 7th Legion in that same slot because Black Rose and its passives got nerfed.
Players make the meta.
Caltrops was an buff as caltrops used to not stack and did not do much damage.usmguy1234 wrote: »VaranisArano wrote: »Because players decide what's meta.

Actually Zos' nerfs make the meta. Players tears are just the catalyst. Also every time they try to push a dlc, they introduce some imbalanced set which is shortly nerfed after the dlc sales ween off.

No. Who decides if a set is good in PvE, PvP, both, or neither?
