✭Yes, all shields should apply resistances as of the Murkmire patch.
In my opinion, this was the best change ZOS has done in a long time regarding shields.
Now they aren't reserved only for magsorc PvP shieldstackers, and this change made several shield oriented sets at least semi viable, especially for tanks and tanky PvPers.1 -

It's as if at best you're getting a 6k shield
