    According to the crown store descriptions a surprising number of goats are associated with daedric princes, maybe they have special abilities beyond glowing eyes and are in fact spies?

    Or they just want to ruin your day. Could go either way with daedra.

    Difference is, in Skyrim if you kill the goat, you get "last witness killed" and the bounty goes away. That doesn't work in this game.
