Does Racial healing bonus not work in BGs?

My Argonian stamplar has a tooltip in BGs for Vigor of approx 12.8k.

In Sotha sil the Non-CP campaign his tooltip is 14.6k.

It appears the 10% from my argonian Racial is disabled in the BGs..

Anyone?

    Or maybe the Alliance war passive wich gives you 10% more healing near a keep.
