From an older Mag DK thread: Basically I am wondering if it is even worth trading in my back bar Infused Flame Inferno staff for a Charged Shock Lightning staff, in order to Wall of Storms > Concuss > Off Balance > Flame Whip some health back from my enemies... ugh, it just seems like such a hassle now to use the whip effectively, and it costs even more now to do so!
Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:
Weapon enchants 20%
Standard ability 10%
Area of effect abilities 5%
Damage over time abilities 3%
Area of effect damage over time abilities 1%
So , Blockade counts as a AOE DoT . It has only 1% chance to apply Concussion but increases to 2% thanks to destro passive

✭From what I hear, no. Off balance got nerfed hard so it isn't as viable to rely on1
