'Ceremo' just popped into my head when I was trying to think of an Altmeri sounding name, and then I decided he needed a grandiose sounding surname even though it's rare for Altmer to have one. I was inspired by the Daggerfall naming section on UESP and ended up with 'Highfort'. I consider that to be the Tamrielic translation, unfortunately I can't find an in-game source of what the Altmer word for 'fort' is so I don't know what it is in his native language.
My solution would have been to find another source of Elven. Even though it would not be technically Aldmeri.It would at least appear more so than Highfort. Take what you can get.
