I have no idea whether someone has been punished for that or not, but it is a reportable, that's a fact. (damn Ji-Lar, I hate you for this phrase).

As someone who played WoT for about 5 years too long, the only substitute for t-bagging is playing artillery. That makes everyone hot under the collar. Especially if you're damn good with it. Now as far as reporting someone for t-bagging, while i don't find the gesture itself amusing anyone who takes the time out of their day to report someone for such a trivial thing needs to re-evaluate their priorities. T-bagging has been around since online gaming and the couch function came into existence and it will most likely be here til the end of gaming. Just shake your head, ignore it and move on.
I'm curious how T-bagging is reportable, when ZoS added a literal homage to it via the Morrowind Collector's Edition with the "Teatime" emote. It involves your character drinking an imaginary cup of tea then dropping the imaginary used tea bag on the ground in front of them in mocking manner.
