I'm curious how T-bagging is reportable, when ZoS added a literal homage to it via the Morrowind Collector's Edition with the "Teatime" emote. It involves your character drinking an imaginary cup of tea then dropping the imaginary used tea bag on the ground in front of them in mocking manner.

It's called "teabagging", and it's meant to simulate them homoerotically placing their *** on your face over and over in an attempt to display dominance. It may indicate that either they feel you were terrible and deserving of "the bags", or you did so well they bagged you out of frustration.

There's no substitute for teabagging in WoT? No tank humping? Nothing? Why would anyone play a game so sorely lacking?
As for TOS violations, I think that teabagging is sad, but reporting teabagger for harassment is pushing it
As someone who played WoT for about 5 years too long, the only substitute for t-bagging is playing artillery. That makes everyone hot under the collar. Especially if you're damn good with it. Now as far as reporting someone for t-bagging, while i don't find the gesture itself amusing anyone who takes the time out of their day to report someone for such a trivial thing needs to re-evaluate their priorities. T-bagging has been around since online gaming and the couch function came into existence and it will most likely be here til the end of gaming. Just shake your head, ignore it and move on.

I would never teabag anyone, I think that I've been teabagged in Cyrodiil just once, but the thought of reporting the guy never occurred to me, as I simply don't care: does that make me a jerk? I acknowledge that others care, and maybe I should have reported to help those, but I got no hate whispers nor he pursued me anymore, so I just didn't feel it worth a report.

My posting history generally shows a libertarian approach to all things and inclusiveness and would never want to see someone banned without due process. I contend the TOS is to be able to ban those that use voice or text chat to actually harass people in the ways outlined in them (which were helpfully quoted by someone I’ve already tagged in another comment).
This idea of wanting to ban people for actions that are not violations beyond a shadow of doubt is tiring to me. Such as crouching repeatedly near a player that was just killed. I ask why I should be banned for buying a name change token to change to a random name and change my username the same. Then go around acting like a bot. And ignore whipspers asking me if I am one. I ask why people report me and want me banned for that. When I’m actually human and none of what I listed is a violation of tos.
But that’s another topic. And parallels with my stance on this topic. I point it out to demonstrate the absurdity of some people spending their game time using addons of all things to target and click to report. It’s absurd.
