    It's because people are conflating two completely different things. The TOS is a catch-all so that ZOS may act within their jurisdiction, carrying out punishments as needed. But just because something is technically against the TOS doesn't mean jack squat if ZOS doesn't care about that something. Nobody in the history of ESO has been punished for simply teabagging alone. ZOS doesn't seem to care about it. So saying it's a reportable offense is also meaningless because you can report it up and down all day long, but those reports are just getting binned with no actions taken.

    As someone who played WoT for about 5 years too long, the only substitute for t-bagging is playing artillery. That makes everyone hot under the collar. Especially if you're damn good with it.     Once again, if you're going to report something this trivial i and most other people will most likely think you're petty.     I would never teabag anyone, I think that I've been teabagged in Cyrodiil just once, but the thought of reporting the guy never occurred to me, as I simply don't care: does that make me a jerk? I acknowledge that others care, and maybe I should have reported to help those, but I got no hate whispers nor he pursued me anymore, so I just didn't feel it worth a report.

    Which is, by all accounts, perfectly fair. I only report when they go out of their way to be abusive. Most times, if we're being honest, I don't even notice because I'm too distracted watching the surroundings to be prepared for the occasional Rez.

    I guess what I fail to understand is how the act of pressing my ctrl key over an unrevived player, a victory dance, is generally offensive. I also don’t know how you can compare that to flipping off a group of people in real life. Is there a flipping off emote I’m not aware in game?

    I'm sitting here giggling while thinking about the people who are either enraged by this or who use tea bagging as a way to intentionally offend someone.

    Its a video game. You're not actually getting a set, or a taco as @Danksta pointed out, dropped in your face.

    My posting history generally shows a libertarian approach to all things and inclusiveness and would never want to see someone banned without due process. I contend the TOS is to be able to ban those that use voice or text chat to actually harass people in the ways outlined in them (which were helpfully quoted by someone I’ve already tagged in another comment).

    This idea of wanting to ban people for actions that are not violations beyond a shadow of doubt is tiring to me. Such as crouching repeatedly near a player that was just killed. I ask why I should be banned for buying a name change token to change to a random name and change my username the same. Then go around acting like a bot. And ignore whipspers asking me if I am one. I ask why people report me and want me banned for that. When I’m actually human and none of what I listed is a violation of tos.

    But that’s another topic. And parallels with my stance on this topic. I point it out to demonstrate the absurdity of some people spending their game time using addons of all things to target and click to report. It’s absurd.

    If we had some of these people running things at ZOS, there would be hardly any players left. It’s damn near fascism some of these kids want.

    Edit: I replied to your comment since it was the last one. My comments were not directed at you and I agree with your sentiment that it’s just a game. Even more reason not to take away something someone has invested thousdands of hours and maybe hundreds of dollars on. That’s just not appropriate in our society. This is supposed to be (at least in the United States where the game was defeloped) the philosophy the country was built on. That you’re innocent until due process proves you are guilty.

    I’m human and don’t bot. Nor do I do what I describe. That would be a waste of my time. But I’ve been told I should be banned simply for intentionally acting like a bot. And that’s absurd. That was basically the exchange in another thread a while back. I was flabbergasted.

    But I do ignore whispers asking if I’m a bot when I go afk at a dolmen or node. And probably get reported. If I had their mentality, I’d report them for the ACTUAL harassment of accusing me of botting via whisper.

    My wife was in IC a few weeks ago getting skyshards. 2 players attacked her and killed her (she didn't fight back) and then they both tea bagged.

    I been tea bagged in PvE overland, by another player, after I got killed trying to solo a world boss and was chased down running away. I didn’t revive for a bit since I was grinding some medicinal herbs to smoke. But as I glanced at my screen, I had some random player tea bagging me. I seriously laughed my butt off. That was one of the funniest moments to glance up from my desk to my screen and see.

    Edit: I do run with a very attractive charaxter in my main. So I can understand the lack of self control on the part of the other player. LOL

    than again, the pvp pops have shrunk a good bit over the years...but, there's definitely less bagging going on...

    what is kind of funny though - those folks whom do bag are usually like the fastest people ever when it comes to rezzing themselves somewhere else after they die...
