I am not currently sure, but I believe CP notes that increase DoT's or direct damage may also effect it, depending on how the monster set provides it's damage. Increasing the quality of the armor piece, from Blue to purple for example, will also increase it's effect.

I have 75 points in elemental damage for that 14% increased frost damage, im a high elf for 4% frost damage and a warden for 6% frost damage. Im not sure if it counts as direct damage but if it did, maybe master at arms might work? What else can i do?

Depending on your role, don’t rule out other monster sets ... or end game weapons that are a 2-pc. Such as the new destro staff in Blackrose Prison. Again, depends on your role. Ice Mage?
