Does armor double dip against this attack? Scatter shot mitigated by armor, then the dot is also mitigated by armor?

Idk, patch notes for this update (4.2.5) don't say it ignores mitiagtion anymore: Virulent Shot: "2: Scatter Shot applies poison damage after a delay that deals 50% of your initial attack every 2 seconds for 4 seconds. The duration increases if you are further away from your target to a maximum of 12 seconds."

If you followed the weekly updates. One of the PTS patch notes had it. Maybe week 3/4. If anything when they were rewriting the final patch notes, they didn't include the "we changed this to ignore armor mitigation because etc...." because the final notes are treated as new without any before them.

Should of been clarified, but might need to be tested in game to see if they forgot to add that buff.

oh, well so much for ZoS's"standardize-all-the-things" approach. Now we have poison that acts like bleeds? wtf...

No. Bleeds don't gain their damage scaling based on damage dealt from a direct damage attack that is already mitigated by resistances. This isn't a bleed at all, and its really only good from max range.

Blocking the shot will absolutely gut any dot from it and thats without taking any resistance to the shot itself into account. Its going to scale well for ganking newbs, but its going to be crap versus any competent player.

For PVE you have to really work to make this perform better than Masters Bow. It just isn't versatile due to the dot losing so much value as range decreases.

Not really. They changed it from bleed dmg to poison and renamed the weapon. For a week on pts when they did this, the poison had to double dip in to resistances so it was doing VERY little damage, the only solution to keep it as poison damage is to have the DOT ignore resistances. The initial hit is mitigated so there is no point in having the DOT be mitigated as well. It made the weapon completely useless.

They should of honestly just kept it as bleed damage to avoid confusion.
