If by populous, you mean those with the means and ability to sway elected officials into doing what is best for their corporations private interests, then sure why not. I just think our representatives and candidates should wear suits like NASCAR with all their sponsors on it.
I would also imagine that even other Altmer would be secretly okay with this, cull the weak from their breeding pool and all.1 -
