  It pretty much is as it is primarily designed for PVP since it increases weapon damage by 645, you would only get half that in PVP from battle spirit which would be 322.5 Weapon Damage (not shown on character sheet directly) seeing as battle spirit itself reduces damage taken by 50% for all players in pvp environments. however, maybe it’s proc’ability could be raised from 8% to 10% since it only triggers on Melee Damage, or change it to trigger on Damage in general.
